A Warning for Keir Starmer drawn from His Personal Past: Without Boldness regarding Britain's EU Exit & Europe, His Labour Rivals Shall Be.

Back in 2018, it took just a short phrase to electrify a Labour conference and to show Labour was falling out of love with Jeremy Corbyn. Although not exactly stirring rhetoric, the words met with wild cheering as most of the hall stood for spontaneous acclamation.

When the noise subsided, the then-Brexit spokesman, remained at the lectern, blinking in surprise. He wasn't really accustomed to his speeches producing such a reaction. His statement was simply: "Nobody is ruling out staying in the EU". Context, however, is key.

During that darkly divisive time of 2018, straying from his agreed text in this way was inevitably viewed as issuing a challenge to Jeremy Corbyn, who sought to prioritize leave supporters in working-class seats above the pro-European instincts of his party. In just one speech, this grey-suited shadow Brexit secretary was transformed – if only for a while – into a political gambler who would stand up for the party's base against a leader he would later replace.

The Evolution of Stance and Closed Issues

In the years since, much has happened, not least to Starmer himself. An early move after taking over from Corbyn in 2020 was to declare the EU question had been settled by the previous year’s national vote. During the most recent campaign, he repeatedly emphasised manifesto “red line” commitments that forbade re-entry into the European Union or its core structures.

Like his predecessor, his strategy has been to pursue Brexit-y voters in key seats, even if polling evidence suggests many of them have died or changed their minds.

A Lid That Rattles on the EU

However, the tables have turned and Starmer is now to be an embattled Labour leader. And, if EU relations is no longer the boiling pot of British politics, the cap that has been kept firmly shut since Brexit is beginning to rattle again.

Both Starmer and Rachel Reeves have intensified the rhetoric regarding the damage that leaving the EU has caused to the UK’s economy. This serves as an effective tool to criticize the Reform UK leader, who now rarely mentions his flagship policy was his primary goal and is still his sole political accomplishment.

And yet, the scale of the damage, reportedly has resulted in a national economy that is significantly diminished than if it were still in the EU, dwarfs the minor adjustments so far offered by the government. The PM's much-touted re-set deal negotiated with the EU in 2024 offers economic benefits quantified in fractions of a percent.

Internal Pressure and Bolder Ideas

The chancellor is among those attempting to bypass long-standing interior ministry opposition to a broader scheme of a growth-enabling youth mobility scheme allowing young people can move between Britain and Europe to study or work.

The deputy prime minister muses openly about the clear advantages of joining an EU customs pact, as several Labour backbenchers, including the chair of the powerful finance committee, last week supported an opposition proposal on customs union membership.

Although Nick Thomas-Symonds, who oversees EU policy, who is now attending all cabinet sessions, maintains the red lines are still in place, there are ways these could be bypassed. One idea involves announce the start of negotiations now on a much bolder deal, to be featured in the next manifesto, to be enacted only after securing a fresh mandate.

The Prime Minister's Fundamental Scepticism

Yet, Starmer has lately been damping it all down again by warning a return to an EU customs arrangement could undermine the commercial agreements with the US, which he regards as key accomplishments of his premiership.

Reportedly that Starmer's doubts run even deeper, and is rooted in three further factors.

  1. First, he thinks any customs union agreement has been made significantly more difficult as ministers are actively diverging from European rules in numerous policy areas, including the environment.
  2. Secondly, the prohibitive cost set for the UK to join a European defense initiative and the subsequent collapse in talks has led British officials that European nations have little interest in cutting special deals to the UK and are more focused on demonstrating that leaving the EU was a mistake.
  3. Lastly, the new US national security strategy, which has been welcomed by Moscow, is viewed by some influential figures in Number 10 as a reason for Britain to keep its distance from Europe.

An Alarming Strategy and Strategic Considerations

This bizarre and terrifying document asserts Europe faces cultural extinction due to immigration. It contains a single mention to Britain, found on a suggestion that Donald Trump’s administration will intervene in British politics to foster the rise of nationalist movements.

But, far from deciding that this makes America an undependable ally, the government is worried that deeper EU integration would destabilise geopolitics further by risking precarious American backing for Ukraine, Nato and much more besides.

Leadership Speculation and The Echo of 2018

This situation returns us to 2018. Starmer has always said that address was not a pitch for the leadership but simply an effort to preserve the “option” of staying in the EU being on the ballot paper. Indeed, back then, Starmer still favoured a “bespoke customs union deal” of the kind he currently seems to reject.

But it’s not been lost on Downing Street note that Wes Streeting, who just about everyone assumes would stand in any leadership election, is part of a group of senior ministers letting it be known they desire greater ambition regarding the EU.

Staff for the Deputy Prime Minister, another probable runner in a future race for the top job, maintain she won’t discuss her position regarding a customs pact because it would only “fuel unnecessary gossip”.

The Obvious Danger & A Wise Reminder

The risk is clear. Should the PM reject more meaningful steps towards EU alignment, he cedes ground to claim the territory where the overwhelming majority of the party's supporters reside.

It would be prudent of him to remember the effect that a short phrase had on his career seven years ago. Potential pathways for a major proposal on EU relations which the PM ought to consider; he should explore them personally, rather than letting rivals makes them his – or her – own.
